Richard N. Akins, M.D., M.B.A.
Dr. Akins is currently the Chief Executive Officer and Medical Director of APS. He is a Board Certified psychiatrist who joined APS in 1990 after completion of his psychiatric residency at the University of Arkansas for Medical Sciences. He completed medical school with an M.D. degree in 1986 from Louisiana State University School of Medicine in Shreveport.
Dr. Akins has served in a number of capacities while employed with APS. He has been a full time clinical psychiatrist providing in-patient, out-patient and partial hospitalization services to the general adult population. While continuing in his clinical duties, Dr. Akins has served in administrative roles as well. He has been a member of the Board of Directors of APS since 1992. He became Vice-President in 1995, and subsequently served as Assistant Medical Director prior to becoming Medical Director in 2003. Dr. Akins obtained his Master of Business Administration degree from Auburn University in 2002. Dr. Akins was named CEO by the Board of Directors in 2004.


Joe Llinas, M.D.
Dr. Joe Llinas currently serves as the Assistant Medical Director for Child and Adolescent Services. He received his undergraduate degree from the University of Florida and his medical degree from the Universidad Central del Caribe in Bayamon, Puerto Rico. Dr. Llinas trained in general psychiatry, including one year as Chief Resident, at the Eastern Virginia Medical School in Norfolk. He completed his fellowship in Child and Adolescent Psychiatry at the Johns Hopkins University School of Medicine in Baltimore, Maryland. Dr. Llinas has been with Alabama Psychiatric Services, Inc. since 2001. He is bilingual in English and Spanish, and is married and the father of five children.


Godehard Oepen, M.D., Ph.D., F.A.P.A.
Dr. Godehard Oepen is the Assistant Medical Director for Clinical Services and Medical Education at Alabama Psychiatric Services. He was born and raised in West-Germany and studied Medicine in Marburg, Fribourg/Switzerland, and Freiburg. After his term in the military, he completed residency training in Neurology, obtained a Ph.D. degree in Clinical Neurophysiology, and a second residency training in psychiatry at the Albert-Ludwigs-University in Freiburg, Germany, where he then served as Senior Clinician and Associate Professor.
In 1989, Dr. Oepen continued his research and clinical activities in Boston at Harvard University, where he underwent another required residency training in American Psychiatry at McLean Hospital/Harvard Medical School (HMS), including a rotation in Behavioral Neurology at Beth Israel Hospital, HMS.
His more than 110 articles, book chapters and three edited books cover a wide range of topics, from neuropsychiatric illness (Huntington’s Disease, Parkinson’s Disease, MS, Schizophrenia, Bipolar Disorder) to Borderline Personality Disorder, Psychopharmacology, and Philosophical Issues in Psychiatry. After four years at the Bedford VA Hospital and two years as Medical Director of the Harvard North Shore Geriatric Psychiatry Program in Salem, Massachusetts, he joined Alabama Psychiatric Services in 1999.


Russell (Rusty) Adams
Rusty Adams currently serves as the Chief Operating Officer. He graduated college in 1986 with a Bachelor of Science from the University of Alabama at Birmingham.  He began working at Alabama Psychiatric Services in 1990, and was appointed to the position of COO in 1996. Mr. Adams is responsible for all of the non-clinical operations of the company. 


Doyle H. Stewart, Jr., CPA
Doyle Stewart serves as the Chief Financial Officer for Alabama Psychiatric Services. In his capacity as CFO, Mr. Stewart oversees the controller, treasury, tax, contracting and managed care functions. He started with the company in 2000 and is a member of the company’s Executive Committee. Prior to joining the company, Mr. Stewart worked for a national psychiatric management company as its VP of Finance, a start-up dental management company as its CFO, and he was a senior manager in the healthcare division of Ernst & Young. Stewart received his bachelor’s degree from the University of South Alabama.
